- Army Request for Proposal for a Waste to Energy (WTE) Plant for Edgewood Area of APG Perhaps we can see why the Army was not very cooperative in discussions with the county for a proposed new county-owned WTE plant. Here is their RFP to do the same. What about the traffic? Will it detour to Rte 24 as the county wanted to discuss with APG? Will the property outside the Rte 24 gate across from the childrens' play area be part of the deal? Whose extra trash will be imported to meet the RFP objective of 100% of APG-Edgewood Area's steam and electricity requirement? Does the county have any say in this?
- Stormwater management code revision. The Harford County Department of Public Works revised Section 214 of the County Code, Stormwater Management, to comply with the state of Maryland recently revised and updated Stormwater Management Design Manual and COMAR Regulations. At the request of Friends of Harford, the Department of Public Works made a copy of the draft Ordinance available to the public and held a public meeting on Oct. 29, 2009 at which Friends of Harford presented oral and written comments on the draft section. FOH also asked DPW for a written response to the public's comments and to provide a copy of the proposed Ordinance when it was sent to Maryland Department of the Environment for review. The draft went to the County Council as Legislative Bill 10-11. FOH worked with members of the Council to enhance protections in the bill. The bill is now law, passed unanimously on April 13, 2010 after amendments by the County Council . FOH's most important recommendations were included. Track bills on our Legislative Scorecard page.
- Transportation Element Plan Friends of Harford sent detailed comments on this draft plan to Planning and Zoning and the County Executive. Few of our comments appear to have been adopted into the bill sent to the County Council, so we are presenting them to the Council for consideration as amendments.
