- Baltimore Regional Partnership is an alliance of civic and environmental groups that work on a common agenda to enhance the Baltimore area's quality of life through community revitalization and environmental protection. Look for their report "Planning for Sprawl".
- The Central Maryland Transportation Alliance (CMTA) is a nascent organization formed by a coalition of area business and nonprofit leaders dedicated to improving travel efficiency within Central Maryland.
- National Center for Smart Growth Research and Education A UMCP organization. Several reports here on Adequate Public Facility (APF) planning and effects of housing moratoria. Analyses often include Harford County.
- Smart Growth Online A Service of the Smart Growth Network. Site has many publications, including Models and guidelines for Smart Growth planning.
